Chương trình mía đường được khởi động kể từ năm 1995, được coi là chương trình khởi đầu công cuộc CNH, HĐH nông nghiệp nông thôn. Đến năm 2000, Chương trình đã hoàn thành mục tiêu sản xuất 01 triệu tấn đường mà nghị quyết Đại hội Đảng lần thứ VIII đặt ra; đời sống nông dân nhiều vùng trồng mía, nhất là vùng khó khăn, vùng sâu, vùng xa được cải thiện đáng kể; bộ mặt nông thôn ở những vùng có nhà máy đường được khởi sắc, hình thành nhiều thị trấn, thị tứ ở nông thôn. Có thể nói đây là chương trình mang tính kinh tế xã hội và nhân văn sâu sắc. Ghi nhận những nỗ lực của ngành đường, Nhà nước đã phong tặng danh hiệu Anh hùng lao động thời kỳ đổi mới cho 3 đơn vị và 2 cá nhân; nhiều đơn vị và cá nhân được tặng thưởng Huân chương lao động, bằng khen của Thủ tướng Chính phủ.
Trong bối cảnh hội nhập kinh tế quốc tế ngày càng sâu, cạnh tranh trên thị trường về mặt hàng đường ngày càng gay gắt, nhiều cơ hội và thách thức đan xen, đòi hỏi ngành mía đường Việt Nam phải đổi mới quyết liệt và sâu sắc hơn. Bên cạnh phát huy yếu tố nội lực của chính các doanh nghiệp, sự tác động của Nhà nước trong cải cách thể chế đối với ngành có ý nghĩa hết sức quan trọng. Tổng kết 22 năm phát triển ngành mía đường Việt Nam, ngoài việc đánh giá thành tựu, tồn tạiyếu kém chặng đường đã qua, báo cáo tập trung phân tích làm rõ vị thế của ngành đường Việt Nam, những vấn đề đặt ra và giải pháp để nâng cao năng lực cạnh tranh của ngành mía đường Việt Nam trong giai đoạn tiếp theo.
